Unofficial results: Stevens, Fleming elected to Round Rock City Council

Published on May 4, 2024 under RRnews

Incumbent Council Member Kristin Stevens and Melissa Fleming were elected to Round Rock City Council as a result of the May 4 general election, according to unofficial results from the Williamson and Travis County Elections offices. Two amendments to the City’s Home Rule Charter on the ballot were also approved by voters.

Fleming defeated Alan Sims for Place 3 with approximately 65.7% of the total votes, while Stevens ran unopposed for re-election to Place 5. All Council Members are elected at large and serve the entire City, not a geographic precinct, for a three-year term.

The Charter amendments were proposed following a review of the charter by the 2023 Round Rock Charter Review Commission. The Commission is a seven-member board that convenes every four years to review the City Charter and, if necessary, recommends changes to the City Council. The Commission recommended two amendments:

  • Proposition A: Amendment to Section 4.03(a)(b)(e) and (f) of the Round Rock Home Rule Charter to clarify municipal court proceedings, the designation and requirements of municipal court judges, and the handling of costs and fines by the municipal court. Approximately 87% of residents voted for this amendment, according to the unofficial results.
    • The amendment’s passage clarifies judicial roles and improves financial management between the City and state, enhancing governance and transparency.
  • Proposition B: Amendment to Section 12.04 to delete subsection (3), allowing city staff to have the ability to approve, conditionally approve, or disapprove a plat, aligning with Section 212.0065(a) of the Texas Local Government Code. Approximately 70.5% of residents voted for this amendment, according to the unofficial results.
    • With the amendment’s passage, the City can now expedite the development process by enabling staff to handle plat approvals, in accordance with state law.

The votes will be official after being canvassed by the City Council. A swearing in ceremony is expected to be scheduled for later this month.
